Best way to get a shirt with a perfect fit?

Becuase of my height, it is difficult to find shirts that fit me exactly. They are either too long or are too loose in the arms. I normally wear clothes that are a few sizes bigger than my body and it's uncomfortable.

At your height, XS should fit just fine if you have a slender frame. Check out H&M. I'm a few inches taller than you and S does well for me. M with a slight alteration does it too if I'm working out and my chest gets bigger.

All major retailers carry shirts in small and extra small and you can always go to their online stores. I was in Aeropostale yesterday and picked up a few extra small t shirts that looked great. They fit me fine.
