Weight is within someone's control but not height. Weight is more likely to display a person's inner habits, whereas height has no connection.
Actually a funny thing is, shorter guys are often more intelligent and successful than their taller counterparts. Think of some of the most successful cultures of people in the world such as Asians, Indians, Italians, and Jews. They are among the shortest...more intellectually-inclined, and the most successful. Also, think David and Goliath.
Also, while taller people might like to try to use their height as an advantage through physical "dominance", first of all, taller height does not automatically imply physically stronger, more fit, or healthier. Actually, being shorter may lead to longer lifespan, slower required metabolism, and lower food budget. Not to mention that compared to all other medium to large mammals, and all other animals on a weight/size basis, humans are at the bottom in terms of muscle strength, speed, and direct physical danger. What makes humans special is our brains. So does height or size matter at all when compared to intellect and ability? No, not one bit.
I share your viewpoint, but what you're saying doesn't put any wedges in wood with what all of the studies that suggest taller people are smarter. How could you counter what a lot of articles like this one says:

I lose all interest when I see the word "feminist". I am all for women having their rights but that brain washing cult is the reason I don't get too serious with women anymore. Seems like every 18 to 35 year old is a feminist.
Feminist to me is the true F word. Had an ex-coworker on FB (yes she was around 33 yo.) tell me once to admit my feminism and , yada yada etc. I told her what I thought about feminism (I'm 51 and remember the time before feminism, so I really get baked on the subject.)
She kept preying on me after that and I dropped her off FB like a hot potato. I am now a MGTOW and very happy now.

After looking at heightism on Wikipedia, it is shown that there are some places that regulate height discrimination; however, are there any other places for which the shorter man can migrate to? Is there any place in the world where height is not looked at in terms of careers and women? I'm curious, what are your thoughts on some parts of Europe? or Japan?
I'd say romance communities - Hispanic, French, Italian. For some reason Masculinity isn't tied to physical attributes (though it helps), but more to your word, your conviction and connections. Italy has a history of short presidents and in many Hispanic communities, it's common to see 5'4+ guys w/girlfriends and wives, some even being players.

Okay so let's say I have already decided that this is something that I would like to do... given that I will be getting the surgery, how should I approach the situation of talking to the person who may be able to help me pay for it?
I think you need to be really careful and ask yourself, "If the person says no to financing, will he be confidential with my disclosure"? Really think hard about those who you approach.
I'm not sure how I would approach. I'd probably just be straightforward, honest and cite real life examples, anecdotes and statistics to drive the point home. Let them know you've done your research on how you'd prep for it, deal with it and how you would recover afterwards. Like any business venture, you have to show that you know your stuff, possible compromises and all outcomes.
I would strongly urge against LL, especially since you claim to not be insecure and have identified that society (not you) has the problem. If you're not insecure and you're comfortable with yourself, why put up with the breaking your legs and the possibility of being crippled?
Please just learn as much as you can and prepare yourself for any complications if you do decide to go through with this.
